Subject: My '93 325i will not pass emissions

I am new to these cars and this is my first post. I bought this car 4 years ago and am still impressed by it. However, I am having problems with it passing emissions (at idle). I changed the spark plugs just recently and now it has a stuttering problem under hard acceleration from around 800rpms to 1800rpms. It happens in first to third gears. The stuttering is instant like one cylinder is not getting spark. But, after higher rpm, all is well. I just had the cylinder head rebuilt about 6 months ago. I don't kow if it is related but I was feeling faint power surges on moderate acceleration before the cylinder head rebuild. The repair shop suspected vanos unit. Unit replaced and now problem is still there. Any advice would be greatly appreciated.
