A jumper to ground from the "output" terminal of the fuel pump relay, the one to the left when looking down on the relay block, with the relay then plugged back in will allow the pumps to get power without cranking the motor. This will make fuse #17 hot to verify power to the pump circuit. You can then go back to the rear of the car to listen for pumps running.

Also, I have had a sticky fuel regulator that did exactly the same thing as described. The regulator relieved pressure when the manifold vacuum was high, but when I went up a hill it didn't close, causing the motor to die. A rap with a screwdriver on the regulator reseated it for awhile. Changed the regulator and no further problems.
