Bummer. I have a spare cluster for a 95, but it wouldn't work in your car. I really don't think the aux cooling fan fuse has anything to do with your cluster issue. I noticed that over time, those plastic connectors get really brittle and may not make a firm connection to the back of the cluster. All in all, it really does sound like the there's still a bad cap somewhere in there. Although, the OBC works in conjunction with the cluster's LCD. You may want to swap that out with another OBC of similar vintage to see if the problem is there instead.
