Completed diagnosis; water intrusion into the hydraulic pump housing (OMG, what a mess!!) The drain at the bottom of the bucket/tray that the pump resides in was clogged. There is a BMW TSB which addresses sealing up the pump's plastic sound insulating housing, but nothing as far as preventing the drain in the bucket from clogging again... BMW shoulda made the drain bigger. Drain is inaccessible without removing the entire convertible top assembly.
