Hello chaps, this is Noel from Windsor England, I think you are getting mixed up between the two types of Xenon, the full beam on my 535 V8 M Sport has xenon filled tungsten filament bulbs, these are obtainable in various power grades/brilliance, but NOT TO BE CONFUSED with the very expensive Xenon Arc bulbs on the dipped beam, these are the ballast regulated bulbs, the filament ones don't need one.

The ballast is to strike the arc between the electrodes when you first switch them on, and goes out of circuit a few seconds later, you will have noticed the change in brightness when you first switch on. There are no filaments in this type of bulb, just a socking great lightning strike continuously maintained!
