Obviously something is keeping the GM awake - either it is defective or it is responding to some other input.

Try pulling the following fueses and see if it then goes to sleep (after the 16 min)

Radio AMP Trunk 56

Telephone Glove Box 43
Telephone Glove Box 44
Telephone Trunk 57
Telephone Trunk 58
