Maybe these governors do have a clue and maybe they don't.
Not all GOP governors pleaded for the bill, most but not all. The ones that did said they would take it; as it states in the articles you posted.

The ones who question it(or not in favor of the stimulus bill) said they would consider turning it down but none have rejected it, I can only assume that they believe their state is fine and can make it through without federal need and that maybe the money will not help out the people in their state.
No one knows if this bill is going to work or actually help Americans.
If it does then that is great and thats what we Americans need, but if not then it will be just another waste of taxpayer money!
