1) Renting the car at a rate that exceeds the monthly cost of the vehicle + overhead.

2) Where they really make the money is when they sell the car used. the rental car companies by in HUGE lots directly from the manufacturer and get impossibly good deals. Then, depending upon the rental agency, sell the car after x amount of miles. Hertz typically sells their vehicles when they reach 20k miles or two years old. They get such incredible deals that the can sell the car close to 80% of what they paid for them.
