The buzzing noise you are hearing is normal. I have it too. I don't know what it is. Maybe fuel related.

To get at the ICV, you need to remove the air intake boots with air filter box. Disconnect the MAF electrical and small vacuum hose connected to the main air boot adjacent to the MAF. Remove the 10mm bolt at the strut tower. Loosen the outer hose clamp at the air boot under the intake manifold, 1/4" socket and flexible long 1/4" socket driver. Pry out the intake boots with the air filter box in one piece from engine compartment. Inspect the remaining air intake boot going into the intake manifold. It splits. The large branch goes to the throttle and the small branch goes to the ICV. Inspect the accordion valleys of the ICV boot branch for cracks.

The CVV is under the intake manifold at cylinder ~2. It's hidden behind the throttle. You can't see it. One of the CVV hoses vents the valve cover at the cover front driver side corner. You removed this during the vanos repair. It goes under the intake manifold to the CVV. Take off the driver side engine cover. You'll see another CVV hose coming up from the CVV. It connects to other CVV hoses. Inspect all the CVV hoses for cracks. Listen for a sucking noise after starting the car.
While the car is running, remove the oil fill cap and place the palm of your hand over the hole. There should be a slight vacuum.

Maybe the indy can help you find the problem.
