I believe BMW starting using full electronic pedal/throttle control in the e38 7-series in 1999. I'm not sure about the other models. It might be something as simple as a loose cable. Sorry I can't be of more help. Hopefully, someone else has seen this issue before and will chime in.

Just curious -- Has the car ever been in water? That can be a source of a slew of electrical gremlins.
