if the temp is low, that means a thermostat is stuck open, coolant too cool to warm the cabin.

The usual failure for the heater control valve is in the open position, all heat all the time. But I guess it can fail the other way. Heater control valve core is under 30 and 15 minute change.

Ignition switch should not require changing the steering column. But I don't know about the ??92 525e?!?!?

Check www.realoem.com using the VIN to see the parts. The heater valve is shown as are the ignition switch parts, in different sections of the on line parts catalog.
