BMW Soft top Sealant Question

Just bought a $30 bottle of the stuff and want to make sure I understand the application. On the instructions, it says to clean and rinse the top. It then says to mix the sealant in water and apply. Can you apply it after rinsing with the top wet (and I mean soaking as there is no repellancy at all in my top as I just bought the car), or should I wait until it is dry to apply?
